Proximity is a major map-pack factor, so results vary by where the searcher is standing. Service-area pages, local citations and review volume increase how far your prominence carries, but no amount of optimisation fully overrides distance.

How many reviews do we need?

More than the competitors ranking above you, gathered steadily rather than in a burst. A sudden cluster of reviews is a pattern worth avoiding; consistency over months is what moves visibility.

Do we need a page per location?

If you genuinely serve distinct locations, yes, with genuinely distinct content. Duplicated pages with a city name swapped in are a known problem, not a strategy.

Can we rank without a physical address?

You can set up as a service-area business, which hides the address. It is legitimate and common. It does limit some visibility compared to a verified physical location in the area you are targeting.
